What is an authority site, and what are PR backlinks for blogs?
"An authority site is a measure of the quality (in the all-powerful opinion of the search engine company) of a given site, gauged by some combination of size, importance, relevance. A link from an authority site to your own is more valuable than just any old site."
When bloggers talk about the PR backlinks of a website, they are referring to the Google PageRank assigned to pages where your link resides. It’s generally good to get links from "authority site" which have a decent PageRank.

PR sites are high ranking sites such as netscape, digg, craigs list, etc … PR backlinks? Here is an example: go to digg.com and submit a blog article or review, etc.. the article is out in seconds and the link you gave with your article has now given you a PR9 link, Craigslist SF is PR8, netscape is PR9 …. Authority site is a term the Search Engine Optimization (SEO) community coined to refer to a website that dominates search results for a specific topic. These sites have substantial topic-specific content, linked to by a large number of other websites.
PR backlinks for blogs refers to the authority sites that links to a certain blog.
