If I outline a textbook of mine and used many important sentences word for word and post it on my website, would google drop my search engine ranking lower?
What if I cite it?

If you cite it ie include a complete reference then you should be fine but the safest way is to contact the publishers of the book to make sure you are not breaking any copyright laws
With regards to your search engine ranking, depends on how keyword optimized the excerpt is
